The functionality of having multiple game libraries is already built into Steam. Open settings, go to Downloads tab, click Steam Library Folders. You can define where you want Libraries there. Then when you download something just pick the one you want it in.
If you're doing this in your restore process using your old game data, just copy it to whichever location you want, start the download, pick the folder you put it in, and start the download. It'll discover everything.
As an example, I have C:\Steam\Steamapps\common, the default folder, as one library. It's on my SSD and has a few things in it. I also have a D:\SteamLibrary folder where the majority of stuff is, D:\ being my faster spinny drive. E:\SteamBackup is on my slow storage drive, and has stuff that's not installed/doesn't get played often in it.
