What movie was it where...

What is the movie where some techno gun-geek was showing off this hella big gun to "the bad guy" and he kept saying the word "sprawl" as in "These bullets Sprawl Baby!!!" trying to convey that because of some kind of "sprawl" they inflict more damage. I believe that after showing the bad guy the gun he shoots the geek with it or something...

Anyone ever see that or remember that?

PS> That is the only thing I remember about the movie or I would give more clues. I have no idea why the bad guy was getting a gun or what he was trying to accomplish. Well, now that I type that I think I remember it was to snipe with and possibly it was computer/tv controlled?

Was it the one where the bad guy is trying to assassinate some political figure and when demoing the gun, the guy blows the geek's arm off?
